Officer Charged in Shooting Is Booked

The police officer charged with manslaughter in the shooting of an unarmed black man in Tulsa, Okla., surrendered to authorities Friday. Betty Shelby, 42 years old, was booked and released about 20 minutes later after posting $50,000 bond.

Ms. Shelby was charged with first-degree manslaughter on Thursday, less than a week after the fatal shooting of Terence Crutcher, 40, last Friday, which was caught on two widely circulated police videos.

A lawyer for Ms. Shelby has said she believed Mr. Crutcher posed a threat and was ignoring commands to stop moving and get on his knees, and that Ms. Shelby opened fire when he began to reach into his car window.

The police department said he wasn't armed and didn't have a weapon in his car.

Heavy Rains Bring Deaths, Mudslides

Flooding from heavy rains in some parts of the Upper Midwest over the past several days left two dead in Wisconsin and caused mudslides and evacuations in parts of northern Iowa and southern Minnesota.

The heavy rainfall caused smaller rivers to overflow their banks in the region, flooding homes and washing out roads. Mudslides were blamed for several highway accidents and one death when a home was washed from its foundation.

In Vernon County, Wis., Sheriff John B. Spears said a 53-year-old man was killed when a mudslide in Wheatland pushed his home down a hill onto a highway while he was inside.

The sheriff also said a 79-year-old man was killed in the town of Viroqua after trying to drive through floodwaters. The man was on his way to pick up cattle when his trailer jackknifed and water rose into the cabin.

Officials in Cedar Rapids, Iowa, were preparing for flooding on the Cedar River, local media reported, with Mayor Ron Corbett vowing the city wouldn't be caught unprepared, as it was in a devastating flood in 2008.
