The Buenos Aires Metropolitan Region is a major consumer of energy. Although it is home to 33% of the country's population, it uses 42% of all the energy consumed in Argentina. There are different types of users of both electric power and gas Although most users belong to the residential category; there are also industrial, commercial and major users who are dependent for the energy in this region. In contrast, due to the distance that separates the Buenos Aires Metropolitan Region from fossil fuel deposits and from hydraulic and nuclear power stations, it is a poor producer of energy, and only generates 26% of all the energy produced in the country. At the same time, electric power output in the area is exclusively thermal, and the fuels used are natural gas, diesel, and fuel oil. It is produced in six stations that have different power and output capacities (the Costanera, Puerto, Dock Sud, Genelba, Buenos Aires and Dique power stations). The problem with these power stations is the huge amount of carbon emissions into the environment. It is imperative that both Argentine and the Buenos Aires Metropolitan Region be able to ensure safety and quality in terms of energy supply, which requires a combination of several factors; especially energy balance, efficient energy consumption (energy saving), and increasing use of renewable sources, so as to achieve a sustainable supply. Buenos Aires waste management system is undergoing a transition towards a system of urban solid waste recovery and recycling. In this sense, the city of Buenos Aires has made significant progress regarding its legal framework passing "Law 992/02 and Law 1854/05." The latter is known as the Zero Garbage Law and sets down a schedule to reduce urban solid waste (USW) end disposal, which stipulates a total ban on burying recyclable material by the year 2020. On the other hand, recycling initiatives are still incipient, and most of these activities are carried out by the informal urban recyclers known as "cartoneros". The LGUs are tasked to have their respective 10-year waste management plans consistent with the solid waste management framework within their respective jurisdictions. More specifically, Section 17 (l) and (m) of the Ecological Solid Waste Management Act encourages, as a matter of policy, the privatization of solid waste management projects and the provision of incentives.
