FOURTH AND LAST INTERIM DIVIDEND FOR YEAR 1999

Banco Bilbao Vizcaya, S.A. approved the distribution, to all the shares that
make the capital (2,113,235,006), of the fourth and last interim dividend for
year 1999, in the following manner:

Gross Dividend
0.1073 euros

Withholding tax rate
The generic withholding tax rate for non-residents will be the prevailing the
10th of January of 2000.

Payment Date 
From the 10th of January of 2000 onward.

Payment Procedure 
The dividend perception will be carried out through the organizations members of
the Servicio de Compensacion y Liquidacion de Valores, SCLV (the security
settlement service of Spain).


This resolution will be announced the 2nd of January of 2000 on the newspapers.
