State Government Standardizes on FileNet to Enable Automated

State of North Dakota has implemented a government-wide ECM
solution built on the FileNet P8 platform. Additionally, the
company announced that the State declared FileNet Enterprise
Content Management (ECM) solutions as a standard for all state
government agencies' business process, imaging, records and content
management requirements -- becoming the tenth state in the nation

on the FileNet P8 platform, North Dakota is implementing FileNet
Business Process Manager, FileNet Content Manager and FileNet
Records Manager throughout the state. North Dakota embarked on
development of this system in response to an increasing quantity of
citizen, business, and internal records, with limited space to
store them. FileNet P8 provides instant access via the Web to
records across 12 state departments and multiple locations --
limiting information management costs for state agencies, enabling
delivery of improved service to citizens and alleviating the
physical storage requirement. "We selected FileNet not only because
of its basic capabilities, but also because of its position in the
marketplace and the number of business solutions that are
integrated with the FileNet platform," said Bill Roach, Enterprise
Electronic Document Management System (EDMS) coordinator with the
North Dakota Information Technology Department. "We are confident

serve our citizens." North Dakota stores a wide variety of records
and information in its new FileNet-based system, ranging from
unemployment applications and vehicle registrations to tax filings
and flexible benefits records. Examples of FileNet at work in North
Dakota include: * Office of State Tax Commissioner -- uses ECM to
streamline the filing and management of tax returns -- reducing
paper storage requirements, significantly improving access to
records, and decreasing the amount of time required to process a
return. * Office of the Secretary of State -- retains Uniform
Commercial Code (UCC) filings in FileNet P8's repository. Work is
in progress to extend the repository to county recorders, allowing
them to scan and store UCC documents in the central content
database. When this extension is complete, it will significantly
improve state-to-county and county-to-county record access and
eliminate the need for each county to retain its own files. *
Department of Human Services -- Child Support Enforcement captures
child support remittals and makes them available for use by
regional office staff. When a project for judicial records is
complete, Clerks of Courts will also have access to child support
payment information -- enabling rapid identification of late or
missing payments. "With our enterprise-wide system, we realize
significant economies of scale -- a critical requirement for a
state operating on a limited budget," continued Roach. "As a
result, files and content can be shared across departments and
agencies without the requirement for additional systems
integration. For example, Tax Department staff have direct access
to Department of Motor Vehicle records required to ensure
compliance with sales tax requirements. Questions from a taxpayer
can now be answered while the caller is still on the phone, greatly
improving communications." North Dakota joins nine other states who
have declared FileNet as the state standard for ECM, including
Connecticut, Florida, Idaho, Michigan, Montana, New Hampshire,
Pennsylvania, Rhode Island and Tennessee. By standardizing on
FileNet, all state agencies operate on a single platform and are
able to more easily share and exchange information with one another
