outages at U.S. refineries as reported by Dow Jones Newswires. The
information is compiled from both official and unofficial refining
sources and doesn't purport to be a comprehensive list.
Chevron Corp. (CVX) will start flaring at its 260,000
barrel-a-day El Segundo, Calif., refinery for about 24 hours
starting at 6 a.m. on Dec. 5, according to a filing with the South
Coast Air Quality Management District.
CVR Energy Inc. (CVE) reported emissions Dec. 2 stemming from
maintenance at its refineries in Coffeyville, Kan., and Wynnewood,
Okla., according to a filing with the National Response Center.
Citgo Petroleum Corp. reported an upset at an unspecified unit
Dec. 2 at its 167,000 barrel-a-day refinery in Lemont, Ill.,
according to a government filing made public Monday.
BP PLC (BP, BP.LN) on Nov. 29 was forced to shut a process unit
for unplanned maintenance at its oil refinery in Carson, Calif.,
and the action resulted in flaring, a person familiar with
operations at the facility said. No further details were provided
by the person or in a filing to California state environmental
regulators.
Hess Corp. (HES) on Nov. 29 said the process of restarting its
70,000 barrel-a-day refinery in Port Reading, N.J., is under way
and production is expected to resume by the end of the week. A
power dip on Nov. 27 caused the plant-wide shutdown, but didn't
damage any process units.
Motiva Enterprises LLC (RDSA, RSDA.LN) on Nov. 28 said the
restart process at its 325,000 barrel-a-day refinery expansion in
Port Arthur, Texas, could begin as early as next week after
repairing a unit that broke down days after its June start-up. The
expansion is still on target for an early 2013 restart.
Phillips 66 (PSX) on Nov. 27 said its 238,000 barrel-a-day
Bayway Refinery in Linden, N.J., had resumed normal operations
following extensive repair and replacement of equipment impacted by
salt water during Hurricane Sandy. The refinery was shut down ahead
of the storm on Oct. 19.
Tesoro Corp. (TSO) on Nov. 27 said the vacuum tower project at
its Los Angeles-area refinery in Wilmington, Calif., had been
completed on schedule and is now fully operational. The new vacuum
distillation tower will enhance the refinery's efficiency and
profitability by maximizing the production of gasoline, jet and
diesel fuels, Tesoro spokeswoman Tina Barbee said. It won't
increase crude oil throughput.
Phillips 66 (PSX) on Nov. 26 said planned maintenance work
underway since Nov. 1 at its Los Angeles-area oil refinery in
Wilmington, Calif., had been completed. The company wasn't able to
provide any other information about the scope of the work or the
current operational status of the refinery.
Shell Oil Company (RDSA) on Nov. 26 said a release of hydrogen
sulfide on Nov. 24 at its oil refinery in Martinez, Calif.,
necessitated reducing feed to an unspecified unit to diminish the
emission. A report to the California Emergency Management Agency
said a venting pressure relief valve had caused the release. The
company wouldn't identify the unit or comment on the status of
operations.
Exxon Mobil Corp. (XOM) on Nov. 26 said the planned maintenance
turnaround work underway since Oct. 26 at its oil refinery in
Chalmette, La., had been completed. The unit or units involved in
the work weren't specified.
Phillips 66 (PSX) said Nov. 26 that a key gasoline-making fluid
catalytic cracking unit, or FCCU, No. 40 at its 146,000
barrel-a-day refinery in Borger, Texas, would begin the process of
restarting Monday, according to a filing to Texas state
environmental regulators. On Nov. 23, the company said the
maintenance is taking longer than expected, but it doesn't expect
any significant impact to consumers.
