A person familiar with Motiva Enterprises LLC's Port Arthur Refinery said Tuesday that the refinery's new crude unit had been restarted and will operate at reduced rates for three to four weeks. The unit has a capacity of 325,000 barrels a day, and will operate at 200,000 to 225,000 barrels a day, the person said.

Total Petrochemicals and Refining USA reported a malfunction in the sulfur recovery unit of its Port Arthur, Texas, refinery Jan. 20.

The malfunction resulted in increased emissions at the 225,500-barrel-a-day refinery, according to a filing with Texas pollution regulators. The company, a segment of Total SA (TOT, FP.FR), reported that "acid gas shedding procedures" were implemented.

Jan. 21 the company reported that a fire in a gas oil hydrotreater had been extinguished and that the refinery was operating normally outside the affected area.

Tesoro Corp. (TSO) reported Jan. 17 that there was a "major unit startup" at its Martinez refinery. The filing with the Contra Costa county health services department doesn't state which unit was to be restarted, and a Tesoro spokesman declined to comment.

Valero Energy Corp. (VLO) will begin work on the west plant of its Corpus Christi refinery on Jan. 18, according to an advisory released by the Corpus Christi, Texas, local emergency planning committee. The advisory states that flaring may be associated with shutdown activities. The refinery's capacity is 200,000 barrels a day.

The original hydrocracker unit at Valero Energy Corp.'s (VLO) Port Arthur, Texas, refinery has been temporarily shut, Valero spokesman Bill Day said Thursday. The 45,000 barrel-a-day unit was affected by a loss of hydrogen due to issues with the Air Products plant at the refinery, Mr. Day said. The larger, new hydrocracker unit, which can process 57,000 barrels a day, hasn't been affected.

PBF Energy Inc. (PBF) on Wednesday said emissions of sulfur dioxide were released into the air during repairs to a boiler at its oil refinery in Delaware City, Del. The company reported the incident to the Delaware Department of Natural Resources and Environmental Control, indicating the release involved 3,000 pounds of the hazardous chemical. The agency was advised that 3,000 pounds of sulfur dioxide would be released daily during the repairs. The duration of the repairs wasn't specified.

A delayed coker unit at HollyFrontier's oil refinery in Cheyenne, Wyo., experienced a fire on Wednesday, according to a local CBS website news report. A gas leak caused the fire to break out at around 12 p.m. MST, and refinery operators, the plant's fire brigade and members of Cheyenne's fire department worked to isolate it at the delayed coker unit and to extinguish it by 1:45 p.m. MST on Wednesday, the report said.

Exxon Mobil Corp. (XOM) said Wednesday a coker unit at its Baytown, Texas, refinery was undergoing planned maintenance. It isn't clear when the work began or when it is expected to conclude.

United Refining Co. said a unit at its Warren, Pa., refinery went offline Monday when a transformer failure caused a power outage at the unit, according to a report filed with the National Response Center. A replacement transformer was expected by noon Monday to bring the plant back to normal operations.

BP PLC (BP, BP.LN) restarted a jet fuel hydrotreating unit at its Carson, Calif., refinery following a brief, small flange fire on Monday, a person familiar with the plant said Tuesday. The status of a hydrocracking unit shut due to a compressor problem Friday wasn't clear, the person added. Meanwhile, planned turnaround maintenance that started Sunday continues at the refinery's key gasoline-making fluid catalytic cracking unit and alkylation unit. The work at the two units is expected to take five weeks to complete.

BP's Texas City, Texas, refinery's small FCCU and alkylation unit was returned to service over the weekend after shutting down, unplanned, on Friday due to a power interruption, a person familiar with the plant said Monday.

Chevron Corp. (CVX) said Monday an FCCU at its El Segundo, Calif., refinery was forced to shut down when power lines to the unit were cut. The unit was already in the process of shutting down for planned maintenance. Traders in the region said the plant's alkylation unit would also be shut for planned work. A restart estimate isn't available.

Flint Hills Resources on Monday shut an unspecified process unit in the East Plant section of its Corpus Christi, Texas, refinery following a seal pump fire. No restart estimate was provided.

Shell Oil Co., a subsidiary of Royal Dutch Shell PLC (RDSA, RDSB, RDSA.LN, RDSB.LN), shut an alkylation unit on Jan. 10 at its oil refinery in Martinez, Calif., after discovering a leak in a propane line at the unit's reactors, a filing made public on Saturday said. No other detail was provided, except that the event had no off-site impact.

Phillips 66 (PSX) said Sunday a crude distillation unit at its Wood River Refinery in Roxanna, Ill., was taken out of service Saturday, when an electrical fire occurred in a piece of equipment that supports it. The unit is expected to return to service within a couple of days, the company said.

Citgo Corp. on Jan. 11 said a small power outage overnight at its Lemont, Ill., refinery was resolved promptly and had no impact on operations.

Phillips 66 on Jan. 11 said planned maintenance got under way this week at its Sweeny refinery in Old Ocean, Texas. Details regarding the specific units involved and the duration of the work weren't provided.

Valero Energy Corp. (VLO) on Jan. 11 said planned maintenance is under way at its Houston refinery's hydrotreater. The work won't affect the company's ability to serve its customers, a company spokesman said.
