Hungary's media and information communications authority NMHH Thursday announced a tender allowing a fourth mobile operator in the 900 megahertz frequency.

The auction will enable an additional service provider, besides Hungary's Magyar Telekom Nyrt. (MTELEKOM.BU)--the Hungarian unit of Deutsche Telekom AG (DTE.XE)--and local arms of Norway's Telenor ASA (TELNY, TEL.OS) and the U.K.'s Vodafone Group PLC. (VOD.LN).

The two-round international tender was called for 15-year frequency licences in the 900MHz band.

Registrations are expected by Oct. 20, and the tender is to close Dec. 12. Bidding will take place in the first phase of the tender and frequency blocks will be assigned in the second one, the authority said.

Within the two-round international tender, a 5MHz "A" frequency block is offered at a starting price of 4 billion forints ($21 million). 1MHz "B" frequency blocks are offered at HUF700 million each, and 0.8MHz "C" frequency blocks at HUF560 million.

The winner of the "A" block will also get an option for three 1,800MHz blocks and three 2,100MHz blocks.

If the first round of the tender is closed with no result, bids may again be submitted for the "A", "B" and "C" blocks in the second round.

Participants may win no more than a combined 7.8MHz in the band.
