I reached out to my broker they let me know it's a FINRA U1 halt and they list it as a "Foreign market/regulatory halt". He also said it seems the reason is because the 8k news was not also given to Canada. 

Speculating? LMAO. To up-list, they need to have the share price above $4.00. The share price is .0002. They need to either make this company into the 160th largest company in the USA in one year with a $60B Cap......OR do an approx 1/40,000 RS.

Book Value of COOP at Yahoo is $72.49 so it's not guaranteed to go up to $132 anytime soon.
