      Commencement of Trading at W. R. Berkley Insurance (Europe), Limited

Kiln plc announces that W. R. Berkley Insurance (Europe), Limited, in which Kiln
plc holds a 20 per cent shareholding, today commenced trading. This follows
approval from the Financial Services Authority, and confirmation from A M Best
that the company has been awarded an A (excellent) rating.

This follows Kiln's announcement of 11 June 2003 which set out details regarding
the formation of W. R. Berkley Insurance (Europe), Limited, which will operate
as a specialist casualty insurance provider in the London market, initially
focusing on professional indemnity insurance. The company has an initial
capitalisation of #80 million.
