Qatar is a newbie in the mining world.
They have $$ of course, but they haven't yet developed the inhouse expertise and they of course don't have the solid mineral potential in-country that Saudi has. Saudi has multiple mines operating and there's a huge interest in participating in exploration in Saudi that's been building for 15+ years. Qatar is a much smaller country and the Arabian-Nubian shield (where all the mineral goodies are) does not extend to Qatar - maybe it does but it's under kilometers thick of platform sedimentary cover...

Qatar's 'mining exhibition' by the way is just a small mining technology trade fair. Nothing like PDAC, Indaba, IMARC, Mines&Money etc. Even Dubai's Mining Show (largest mining event in the MENA region) is far bigger than the Qatar show, a kiddies' show in comparison.
