Kube, I sort of doubt it. For lots of reasons. But most notably, they then lock themselves into one supplier. I'm just not sure it makes much sense.

My understanding is Lightwave modulators can run at such low power as to eliminate the DSP from the transceiver.
If Lightwave PICS allow transceiver makers to do that, I would think that value has to be negotiated.
