The event is organized by the European Broadcasting Union (EBU), the collective organization of Europe�s 75 national broadcasters and the Video Services Forum (VSF).

In his presentation, Dr. Winkler will discuss important aspects of QoE and related practices for measuring quality in the video compression and delivery process. Automatically assessing the QoE of each video stream gives multichannel video providers a stronger competitive position, and ultimately can reduce operating costs associated with customer calls and troubleshooting. Dr. Winkler will also give an overview and update of work being done by the VSF QoE Activity Group, which he co-chairs, as well as related ongoing projects in standard organizations such as the Video Quality Experts Group (VQEG), the International Telecommunication Union (ITU) and the ATIS IPTV Interoperability Forum (IIF).

Dr. Winkler has published more than 50 papers on perceptual quality measurement and is the author of the book, �Digital Video Quality.� He has also been an active member and contributor of VQEG since its founding in 1997. He was the chief scientist and co-founder of Genista Corporation, a provider of quality assurance solutions for IPTV and mobile media and has held assistant professor positions at the National University of Singapore (NUS) and the University of Lausanne, Switzerland.
