ICI AND INEOS CHLOR RE-FINANCING AGREEMENT



The agreement  between ICI and Ineos Chlor, which was first announced on July
31, 2003, has been completed.  This follows European Commission approval of #50
million of  Regional Selective Assistance by the UK Government to Ineos Chlor.
