2022 South Dakota Electric Rate Case
In June 2022, Northern States Power Company, a Minnesota corporation (NSP-Minnesota) and a wholly owned subsidiary of Xcel Energy Inc., filed an electric rate case with the South Dakota Public Utilities Commission (SDPUC), seeking a revenue increase of $44 million (first rate case since 2014). The filing was based on a 2021 historic test year adjusted for certain known and measurable changes for 2022 and 2023, a requested return on equity (ROE) of 10.75%, rate base of $947 million and an equity ratio of 53%.
On May 24, 2023, NSP-Minnesota, SDPUC Staff and an intervenor filed an uncontested settlement agreement, which includes:
An increase in base rate and rider revenue of $14.3 million.
A decrease in depreciation expense of $6.5 million (change in depreciable lives) and nuclear decommissioning expense of $5.4 million from NSP-Minnesota’s rate request.
Equity ratio and ROE are considered confidential.
A SDPUC decision on the settlement is anticipated in the second quarter of 2023 with implementation of rates expected in July 2023.
Xcel Energy reaffirms its 2023 GAAP and ongoing earnings guidance of $3.30 to $3.40 per share, which is based on several key assumptions, including constructive regulatory outcomes.
