Spectrum Starts Construction and Signs Global Contract with Fran Tech USA

MANILA, Philippines, Oct. 19 /PRNewswire/ -- Spectrum Blue Steel
Corporation announced today that the construction for the San
Fernando access road from the Mega Dike to the Project Site as well
as perimeter fencing is now ready to start. The contractor who has
been awarded the construction is Saint J's builders, who is a major
construction company located in San Augustin city of San Fernando.
Ronald Flynn, the founder of spectrum blue steel stated, "Under the
terms of the Public and Partnership Agreement (P&PPA) between
Spectrum Blue Steel and the City of San Fernando, Spectrum Blue
Steel is the developer and operator of the City of San Fernando
Biosphere New Gasification Facility, which is located at Barangay
Lara, San Fernando City Pampanga. This facility is a waste to
energy plant that True Green Energy Corporation promotes on a
global scale. The Biosphere system is designed as a "ONE STOP SHOP"
providing for up to 100% recycling of the total tonnage of MSW
collected. The biosphere system is a Superb and unique technology
system and is able to generate electrical micro-power with all
kinds of wastes including traditional oil, infectious, medical and
toxic waste. In addition, the Biosphere Process System heats and
converts solid waste in an atmosphere that does not produce smoke
or odors and therefore is capable of being placed directly in the
center of any town with no pollution to the atmosphere. This system
will now be used specifically for the purpose of producing
electricity for local use-ability in the city of San Fernando. The
Biosphere Process and Technology gasifies solid wastes into green
energy, which is used to heat steam that drives an electricity
turbine. In other words, municipal wastes, a reoccurring feedstock,
are used to produce green energy. The power generated from waste is
fed into a power grid, deriving carbon credits and simultaneously
riding the environment of the ever increasing supply of household
wastes. This process also uses all kinds of wastes such as
chemical, industrial, agricultural and mineral wastes. Spectrum
Blue Steel Corporation will be able to provide green energy, at a
time when the world is seriously addressing greenhouse gas
emissions, from a constantly occurring renewable source - MSW
(Municipal Solid Waste), making it able to support base load more
successfully than any of the alternatives such as solar or hydro
electricity. The plant located in San Fernando has been designed
with a complete green strategy. The first phase of the Biosphere
green power plant is a recycling system better known as a "MRF" or
a Material Recycling Facility that includes a bailer, sorter,
grinder, and pelletizer that creates the biosphere flakes that

purchase all the scrap plastics, metal, cardboard, and paper. The
