Home Member State
ING confirms that the Netherlands is its Home Member State. This is a mandatory announcement
to comply with the changes made to the Dutch Financial Supervision Act, section 5:25a(2), as a result of the amended EU Transparency
Directive (Directive 2004/109/EC, as amended). Following the implementation of the amended EU Transparency Directive, all issuers
of securities admitted to trading on a regulated market within the European Union are required to publicly announce their Home
Member State for purposes of their disclosure obligations under the EU Transparency Directive. ING for this purpose means ING
Groep N.V. and ING Bank N.V.
