Sybase Creates Online Proposal Submission Process for General
Services Administration's Largest Procurement Agency Sybase ASE and
Sybase EAServer on Linux System Eliminates Snail Mail and Expedites

eOffers, an eGovernment online portal of the Commercial Acquisition
business unit of GSA's Federal Supply Service (FSS). The enterprise
infrastructure and information management solution provided by
Sybase ASE, an enterprise class relational database management
system and Sybase EAServer application server on Linux has enabled
eOffers solution at GSA to deliver a streamlined, higher level of
service by expediting the FSS IT schedule contracting process
through online applications. A "schedule" is a negotiated price
list of products and services offered to the government. An "offer"
is a vendor response to a specific government request for products
and services. This revolutionary and highly efficient vendor
consideration process uses Sybase's Web services and database
management solution and allows GSA contracting officers to evaluate
price submissions free of additional administrative burden and
time. "Sybase ASE and EAServer on Linux are key components of this
e-government site," said Don Heffernan, chief information officer
of the General Services Administration's Federal Supply Service.
"In a very short time, the team took the system from a vision of
the future and turned it into an operational reality providing
tremendous value to the Federal employees and contractors using
it." The Federal Supply Service processes approximately a thousand
proposals annually for schedule contracts. The benefits from this
new online system include a faster response time for vendors and
contractors by eliminating a multi-step paper process, and improved
service as vendors will be able to modify their schedule contracts
online. Sybase's ASE database management system helps the agency's
online system by integrating the open source software and allowing
the agency to keep its original mainframe investment. Sybase
EAServer drives the eOffers application on Linux, running J2EE(TM)
web applications. The system is integrated into other systems in
the GSA by utilizing the Sybase EAServer Web Services Toolkit, as
