Italy's competition watchdog levied fines against Vodafone Group PLC, Wind Tre SpA, Telecom Italia SpA and Fastweb SpA, saying the telecom operators engaged in unfair practices while handling contract terminations for fixed and mobile phone users.

The Italian Competition Authority, or AGCM, said Monday that its decision to impose a fine of 1 million euros ($1.1 million) stemmed from findings that some users were billed after rescinding their contract, and in some cases, they were billed twice after migrating to a different provider.

The regulator fined Vodafone EUR400,000, Wind Tre EUR300,000, Telecom Italia EUR200,000 and Swisscom AG's Fastweb EUR100,000.

The four companies didn't immediately respond to requests for comment.
