The bill would allow energy companies and refineries working on a significant expansion to write off half the cost for equipment used in the first year. Normally, such equipment is depreciated over a 10-year period, but under the law half of it can be expensed immediately. This would create added incentive for increased investments in equipment. The bill also provides with billions in tax subsidies and requires utilities to follow federal regulation rather than self-regulation.
